Requirements

Find the lieutenant's broker
A broker in a velvet coat sets down his glass. 'I don't know who sent you. My employer pays well for problems to walk away.'
Forge the courier seal
You take her seal pattern to a back-room crafter. He copies it onto fresh wax in twenty minutes and pockets the gold. 'Don't use it twice in one week.'
Buy a sleeping draught
The apothecary slides a corked bottle across the counter without looking up. 'One swallow, an hour out. Two and they don't wake.'
Slip into the lieutenant's office
The guard at the door drinks the laced wine and folds at his post. You're inside in under a minute. The books are bound in red leather, six volumes deep.
Silence the office guard
Her familiar woke before the wine took. You put it down before it shrieked. The books are still safe on the desk.
Doctor the ledgers
The crafter rebinds two volumes with edits in her own hand. Routes redirected, contacts crossed out, debts inflated. By morning her network will tear itself in half.
Confront the lieutenant
She came in calm and left swinging a hooked blade. Now she's on her own carpet. The seal on her finger matches the one from Longha.
Hand the books to the fence
'You took the lieutenant. The man she answered to runs all three towns. They call him the Kingpin. You'll find him under Longha.'
