Requirements

Meet the postmaster at the bank
'Twelve dispatches in three weeks. All signed for at this counter. None reached the recipient. My couriers swear they handed them to the carrier. The carrier swears the bags were sealed.'
Ask the market clerks
A stall clerk leans across her sacks. 'The carrier always stops here for tea before the long ride. Twenty minutes, every morning. He leaves the bag on the cart. Sometimes the cart isn't where he left it.'
Trace the cart's route through the shops
A boot-mender points down the row. 'Cart parks behind the dye shop while he drinks. Dye shop's back door opens on the alley. Anyone could lift a satchel and put it back in twenty minutes.'
Ask the court scribes who reads mail
A scribe lowers his voice. 'Three of the lost letters were land deeds. One was a will. The losses aren't random. Someone reads them, takes what helps, reseals the rest. Crude work, if you check the wax.'
Watch the dye shop's back door
You wait until the carrier ties up. A woman in a dyer's apron slips out, lifts the satchel, ducks back inside. She's out again in fifteen minutes with the bag resealed. She doesn't see you in the rain.
Report to the postmaster
The postmaster reads your account and sets down his pen. 'She married into the dye shop two years back. Her brother is a solicitor in Shortha. Now I know who's been winning every deed. Thank you.'
