A Longha fence wants the smuggling racket cutting into his trade shut down.

Walkthrough

1. Meet the fence at Longha Bank
   'Smugglers are moving goods through my alley after dark. They've cut into my trade three weeks running. Find out who they answer to.'
2. Tail the courier in the alley
   A wiry courier ducks between barrels with a lockbox under one arm. You stay in the rain and follow him two streets over.
3. Watch the handoff at the market
   She passes the lockbox to a woman behind the spice stall. Three crates of dyed cloth change hands. You lift the box when she steps away.
4. Trace the lockbox to the stash
   Inside the box: ledgers, route slips, and a wax seal you don't recognize. The slips all point back to a stash house near the racket.
5. Bring the ledgers to the fence
   The fence flips through the slips and goes quiet. 'This is bigger than my alley. They're running cargo to Shortha. You'd best keep that seal.'
